Scituate issues $2.4M emergency bond as FEMA shifts disaster project deadlines. Finance Director Nancy Holt informed the Advisory Committee that the town was forced to issue an immediate bond anticipation note to comply with a July 17 FEMA Region 1 directive requiring disaster-related work to be under substantial construction or lose time extensions. Scituate's direct obligations total $2.89 million with estimated total project costs of $20 million to $25 million; six other coastal communities also face emergency borrowing.
The committee also voted unanimously to approve a $36,800 emergency transfer for the golf course enterprise fund. An additional $500,000 clawback liability looms if projects remain in the permitting phase.
