Advisory Committee Reallocates OPEB to Address Insurance Surge

Advisory Committee · Meeting of March 10, 2026

SCITUATE — Advisory Committee reallocates OPEB reserves to address health insurance spike. Town Administrator Jim Boudreau presented the FY27 general fund budget at a joint hearing with the Select Board, reporting that health insurance rates jumped 10 percent rather than the expected 7.5 percent increase. The Committee voted unanimously to move the 2 percent OPEB funding to the Contributory Group Insurance line on a motion by Vice Chair Missy Seidel.

The Mayflower Municipal Health Group's $6 million reserve draw and exclusion of GLP-1 drugs for weight loss prevented an even larger rate increase.
