Scituate Select Board Approves Bond Award, Carnival Permit, and Dozen Committee Appointments

SCITUATE -- June 9, 2026, Scituate Select Board approves school bond award, carnival permit, and new coffee cart license while deferring dog park takeover question. At its June 9 meeting, the board unanimously ratified the award of $32.3 million in general obligation bond anticipation notes, primarily for the new Cushing School, to JP Morgan Securities LLC at a net interest cost of 2.60 percent, well below what officials had anticipated, after the town received five competitive bids and collected a $203,490 premium. Town Administrator Pam Langney announced that Secretary of Energy and Environmental Affairs Rebecca Tepper declared a Level 2 significant drought the same day, placing Scituate under Tier 2 water restrictions banning automatic irrigation. The board also approved a special event permit for the Knights of Columbus 69th annual carnival at Cole Parkway, July 7-11, featuring a 25 percent larger fireworks show, and granted a new hawker-peddler license to Shore Break, a coffee cart run by two sisters, Samantha and Megan, for four beach locations. Lisa Huffman, president of Friends of Scituate Dog Park, asked the town to assume operations of the 167 Driftway park, citing annual revenues of only $2,000 to $4,000 against roughly $20,000 in annual costs; the board continued the discussion with no vote, directing the Friends to canvass for volunteers over the next six to eight weeks.
