Waterways panel OKs mooring crackdown, Boatworks fee

Scituate Waterways Commission delays Pier 44 support letter over grant competition fears. Treasurer Brian Kelly reported audited financials showing $616,000 in net retained earnings after a $62,000 transfer to the town's new OPEB trust fund, while warning health insurance costs are rising "10 to 12 percent" for Blue Cross Blue Shield and 7 percent for Harvard Pilgrim. The commission unanimously approved a $3,000-per-season dock-use deal with Scituate Boatworks and voted to begin $100-a-day fines for improperly marked moorings, after Harbormaster Stephen said roughly 100 boat owners still haven't picked up required stickers.
Members broadly favor the roughly $4 million Pier 44 waterfront park project but worry it will compete with the commission's own dredging and town pier funding requests for the same Seaport Economic Council grants. TJ was elected incoming chairman on a unanimous vote.
