Scituate Waterways Commission Revises Harbor Definitions Ahead of April Town Meeting

SCITUATE — February 4, 2026 — Scituate Waterways Commission spends two hours overhauling harbor bylaw definitions ahead of an April 20 town meeting. The commission worked through a Select Board-drafted article that would add new definitions for commercial fishermen, for-hire captains, mooring service providers, launch service providers, and tow boat operators — changes that could eventually reshape access to the roughly 42 designated commercial moorings in Scituate Harbor. Representative Patrick Kearney told the commission his citizen petition seeking a redefined commercial fisherman category would be indefinitely postponed at town meeting, saying the town's own article had absorbed its key provisions. A proposed requirement that applicants derive 51 percent or greater of their gross income from commercial fishing activity drew sustained pushback from working fishermen in attendance, who argued permitting requirements already screen entrants and that income verification would be nearly impossible to administer. The commission agreed to rename "charter fisherman" to "for hire captain," delete the 51 percent threshold from the mooring service provider definition, and seek written guidance from town counsel on income documentation before a joint public hearing set for February 23.
