Conservation board closes four permits, delays Clapp Road plan

Scituate conservation board splits over paving a steep new driveway near a wetland. The Conservation Commission voted 5-0 to continue the 479-483 Clapp Road application to October 26 after Commissioner Penny argued pavement would worsen winter icing ("I'd much rather have a little bit of gravel out there to help break up the ice") while engineer Gregory Morse of Morse Engineering countered that Scituate's 2026 stormwater bylaw now treats gravel the same as pavement for runoff purposes. The 2.6-acre lot straddles the Scituate-Norwell line, with the house itself sited in Norwell.
Commissioner Eric raised concerns about de-icing salt reaching a 100-acre wetland via a proposed drainage easement. Separately, the board closed hearings on four smaller projects, including a 107 Glades Road rebuild with an accessibility elevator, and approved negative determinations letting the Massachusetts Bays Estuary Partnership remove a rusted tide gate at Kent Street to restore a salt marsh at no cost to the town.
