Scituate Conservation Commission Continues Turner Road Barrier Beach Rebuild Hearing

SCITUATE — March 2, 2026 — Scituate Conservation Commission continued a contested coastal dune raze-and-rebuild hearing at 164 Turner Road and closed four other wetlands cases at its March 2 remote meeting. Acting Chair Brendan Collins led the panel through a dense agenda as peer reviewer Devon Taber of Lucas Environmental told commissioners her firm's second review letter on the Turner Road project — applicant Frank Snow's proposal to demolish a dilapidated barrier beach home and replace it on open piles — runs 15 pages, with unresolved questions about driveway impacts on dune mobility and salt marsh delineation. The commission voted 5-0 to continue that hearing to March 16, contingent on a technical working session between the applicant's team and the peer reviewer. Orders of Conditions were issued 5-0 or 6-0 for projects at 12 Gilson Road, 37 Revere Street, 138 Stockbridge Road, 61 Brook Street, and 8 Newell Street. In a separate enforcement discussion, Commissioner Frank Snow told the applicant at 42 Crescent that standard mitigation ratios do not apply given the site's record: "This project has been a nightmare since the day it began."
