Scituate Conservation Commission closes two hearings, presses Stockbridge Road developer for more review

SCITUATE — January 5, 2026 — Scituate's Conservation Commission closed two wetlands hearings and continued six others at its January 5 remote meeting, with a proposed three-home development on Stockbridge Road drawing the most scrutiny. The commission voted 6-0 to issue Orders of Conditions for a raze-and-rebuild at 129 Kent Street by applicants Joseph and Karen Hayes and for a septic repair at 151 Glades Road by applicant Kathleen Hickey, whose innovative alternative Title V system was approved by the Board of Health the same evening. For the 90-96 Stockbridge Road project — three single-family homes proposed by applicant Pierre Coll on a site with wetlands on both sides and a 200-foot riverfront area — Conservation Agent Jenn Smith told the commission it still lacks Planning Board, Board of Health, and Zoning Board of Appeals review, and commissioners continued the hearing to February 23 pending those steps and outstanding peer reviews from both Horsley Witten and Lucas Environmental. Commissioners also signaled readiness to fine the owner of 42 Crescent Road after plans submitted for an occupancy permit showed an additional patio, an enlarged driveway, and stormwater discrepancies from the commission-approved design — the site's second enforcement action in roughly a year.
