Scituate Conservation Commission continues four hearings, backs three conservation land donations

SCITUATE — March 30, 2026 — Scituate Conservation Commission defers a coastal rebuild, backs three land donations, and tightens enforcement amid repeated post-approval violations. At the March 30 virtual meeting, the commission flagged deep concerns about a proposed raise-and-rebuild at 83 Rebecca Road, where applicants Lawrence and Colleen Wysocki seek to replace a circa-1920s 520-square-foot cottage with a structure roughly 29 percent larger in a coastal dune and FEMA velocity zone; members called the planned vertical lattice skirting and expanded deck footprint unacceptable, with member Penny saying "lattice, forget it, that's not happening," and continued the hearing to May 4. The commission voted unanimously to close hearings and issue orders for a pile-elevated rebuild at 20 Mitchell Ave. and a septic-relocation-plus-addition at 18 Indian Trail, and continued 30 Standish Ave. to April 15 pending planting details. On enforcement, the board declined to issue a certificate of compliance for 81 Surfside Road after engineer Gregory Morse of Morse Engineering disclosed that the owner had imported 20 cubic yards of angular crushed stone, replaced a concrete driveway with asphalt, and added utility platform footings — all without commission approval — directing instead a formal order amendment. Staff member Josh described a recently added five-line bold cover sheet now attached to all new orders warning that unapproved changes risk enforcement fines. The commission voted unanimously to recommend Select Board acceptance of donated conservation parcels on Tilden Road, Hamilton Avenue, and Wheeler Avenue, all flood-plain or wetland land with no existing structures.
