SCITUATE — Waterways Commission discussed revised bylaw definitions for commercial fishing and harbor service businesses. Select Board Liaison Susan Harrison presented proposed language for "For Hire Captain," "Commercial Fisherman," "Launch Service Provider," and "Mooring Service Provider" definitions intended for a February 23 joint hearing and April 13 Annual Town Meeting vote, replacing a citizen petition filed by State Representative Patrick Kearney. Commission members flagged concerns about enforceability of a 51 percent income threshold as a qualifying measure, asking whether Harbormaster staff could verify livelihood claims and suggesting income-based metrics may not work in practice.
Harbormaster Stephen F. Mone reported estimated harbor and river dredging costs of $350,000 to $750,000 over a two-year off-season period involving approximately 60,000 cubic square feet of material.
