SCITUATE — Waterways Commission approves revised bylaw definitions with split vote on For-Hire Captain. Chair Dave Dinneen, Brian Cronin, Dave Haley, and Harbor Master Stephen F. Mone voted in favor of the Section 30910 definitions, while Brian Kelly, T.J.

Malvesti, and David Sincoski opposed, in a 4-3 vote. Discussion centered on whether a 51 percent gross income threshold adequately defines Commercial Fisherman and whether the For-Hire Captain definition might disadvantage traditional fishermen seeking moorings. The commission later voted 6-0 unanimously to approve proposed language revisions across 12 additional bylaw sections, including replacing "owns" with "hold" per Town Council guidance.
