Select Board Reviews Zoning and General Bylaw Amendments Ahead of Town Meeting

SCITUATE — Select Board, Advisory Committee and Bylaw Review Commission jointly reviewed April town meeting articles on zoning and general bylaws. Town Planner Karen Joseph presented eleven zoning amendments addressing impervious surface, setbacks, building height and stormwater, while Finance Director Nancy Holt explained a new revolving fund for the proposed firing range and changes to Section 30900 Waterways regulations. The waterways article, championed by Vice Chair Susan J.
Harrison, passed the Waterways Commission 4-3 after consultations with commercial fishermen on a 51 percent income requirement for mooring eligibility; Advisory Committee members raised concerns the threshold might displace recreational boaters on the waiting list. General Bylaw Article 24 on stormwater compliance drew objection to an 80 percent property staking requirement as imposing costs on smaller projects, though town meeting may strike that section. The board also approved street acceptances for Carriage House Way and Cold Brook Circle, and authorized negotiation of a 900-square-foot easement on Rear Driftway.
