Planning Board continues zoning bylaw hearing, splits stormwater vote

SCITUATE — Planning Board splits contentious zoning and stormwater hearings, agrees to add grandfather clause. The board voted unanimously to continue the January 22 hearing on Section 620.4 setback and deck amendments and Stormwater General Bylaw Sections 4.A.1 and 4.A.2 after public testimony that new rules would burden small residential projects and freeze existing permits mid-approval. Engineer Greg Morse and designer Kerri Johnson testified the setback amendment would render structures non-conforming, while Morse and architect Karli Tobias warned the 25 percent impervious-surface threshold triggers $20,000 to $30,000 stormwater permits even for garages.
The board approved an accessory dwelling unit at 28 Hatherly Road and endorsed multi-family plans at 799 and 801 Country Way, both unanimously (5-0). The revised hearing is set for January 22 at 7:00 p.m. and 7:15 p.m.
