SCITUATE — Joint boards workshop on warrant articles for April town meeting. Select Board, Advisory Committee, and Bylaw Review Commission met March 3 to review eight zoning amendments and five general bylaws, with Planning Board participation. Town Planner Karen Joseph presented articles on impervious surfaces, construction standards, building height, and stormwater compliance; the stormwater bylaw's 80 percent staking requirement drew concern over costs for small projects.

The proposed waterways amendment addresses harbor moorings and redefines commercial fishermen by 51 percent annual income threshold. The Waterways Commission approved the amendment 4-3, though debate continued over whether the new category might displace recreational mooring waitlist holders.
